The clamp is made by rugged ridge. Originally its designed to mount Jeep Off Road Lights to the bumper. Can be found on ebay for the cheapest around 12$.

Thanks for the comment! You can use whatever type of material you want, i actually just used a scrap piece of walnut for the board. I was thinking of eventually using a piece of acrylic, but went with the wood for the first prototype. The rack has been performing absolutely perfectly since I finished it. It is a simple design that works great for boats with towers.
